Finance Linked Individual Subsidy Program (FLISP) is specifically intended for the market segment whose income is inadequate to qualify for a home loan, but exceeds the maximum limit applicable to access Government’s ‘free basic house’ subsidy scheme. This market segment, generally known as the ‘affordable/gap’ market, earns between R3 501 and R22 000 per month. Households in this segment, if buying a home for the first time, may apply for a FLISP subsidy.


  • South African citizenship or Permanent Resident
  • To be older than 18 years
  • To have pre-approved from a traditional lending institution (bank) for a home loan
  • To have never owned a house before
  • To never benefitted from a government subsidy
  • A household and/or Individual earning from R1 500 up to
    R22 000 per month
  • To prove 2 years continuous employment
  • To show that you can pay the monthly loan fees
