EMERGING DEVELOPER INCUBATOR AND POST INVESTMENT SUPPORT PROGRAMME LAUNCH

The National Housing Finance Corporation (NHFC) officially launched its Emerging Developer Incubator and Post Investment Support Programme on March 28, 2025, at The Capital on the Park in Sandton. The event, which ran from 08:00 to 11:00, brought together stakeholders, developers, and industry leaders committed to inclusive growth in the housing sector.

The incubator programme is aimed at supporting emerging developers throughout their journey—from feasibility studies and financial modeling to statutory compliance and construction oversight. A central feature of the initiative is the post-investment technical monitoring function, which ensures project efficiency, quality, and sustainability through continuous advisory support.

In her keynote address, a representative from NHFC shared,

“This programme is about more than just finance—it’s about partnership, empowerment, and creating a housing sector that reflects the potential of all South Africans.”

Another panelist emphasized the transformative power of the incubator, stating,

“We’re not only equipping developers with tools—they’re gaining confidence, building credibility, and becoming leaders in their communities.”

One participant added,

“It’s encouraging to see NHFC stepping up to close the gap for smaller developers. This kind of support is a game-changer.”

The Enterprise Development Incubator Programme reflects NHFC’s continued commitment to unlocking inclusive economic participation and strengthening the housing finance ecosystem.

INCUBATION PROGRAMME FREQUENTLY ASKED QUESTIONS

When will this programme start?

The intake for professionals will open on 15 April 2025. 

The intake for emerging and start-up developers will open on 1 May 2025 

Who is considered a Professional?

Professionals include architects, engineers, quantity surveyors and town planners to name a few.

Professionals will register to the programme to provide professional services.

Who is considered an Incubant?

Incubants include builders, contractors and developers to name a few..

Incubants will apply for assistance with training into the programme by the Professionals and our companies (NHFC and C-GES).

Can you register as a Professional and an Incubant?

No, you must decide which role you’d like to play, to the the assitor or assisted.

What is the definition of an emerging developer?

An entity that has developed, owned, or operated at least one (1) but not more than three (3) housing developments often with limited resources or experience, who is seeking to establish themselves in the industry. 

What is the definition of a start-up developer?

An early-stage, often startup business. The NHFC requires that the key directors/proponents must have Built-Environment experience. 

Who is this programme for?

Preference is given to majority black-owned businesses as well as businesses owned by females, disabled persons and veterans. 

How long will submissions take?

Applicants will have one month to apply on the website. 

How long will the adjudication period be?

The length of the adjudication period will be dependent on the number of applications and the quality of those applications received.Targetted period for implementation is 3 months. 

How long is the programme?

The program will run for a period of 3 years where NHFC will fund the pre-approval stage of the project. Thereafter the professional costs will be funded from the project and will form part of the facility. This portion of the facility is non interest generating.

How long will the programme take to respond to email queries?

We will only be responding after all applications have been evaluated. We are unsure about the number of applications; therefore, we cannot give an exact timeline. 

What is the process we will follow if I am successful in my application to the incubator?

Once your application is submitted, it will be adjudicated. We will only be able to come back to the applicants once all the applications are adjudicated. If your application is successful, you will be invited to the programme. Thereafter, we will schedule a meeting with you to discuss the way forward on your specific project. Based on your project, a specific project plan will be created to help you to reach successful project completion. 

Do I get a personal mentor or is the mentorship done in group sessions?

The process consists of three parts: online training, group mentorships, and one-on-one mentorship (online or in person). 

If I have zero experience in the property sector, will I be allowed to apply?

No, you need to have some experience in the Built Environment. 

If I have no money (equity), can I still get funding from NHFC?

You need to have some level of equity, whether it is a piece of land, or cash equity. 

Will sweat equity be considered?

Although this matter is currently inapplicable and discussions are still ongoing without final approval, we recognize that there have been frequent inquiries regarding it. We will address this topic accordingly. The developer may, in preparation for these discussions, calculate the shareholders’ contributions using their Built Environment Professional fee scale and provide calculations with appropriate references. Please ensure the costs of any assisting professionals are excluded. 

Must I already have a project before I can apply?

Yes, you should at least have a basic project concept before you can apply. 

Must I own land for me to apply for the programme?

You must have access to a parcel of land for the development, whether it is through a long-term lease agreement or a title deed 

Will the programme help me find and acquire the right piece of land for development?

No. The developer needs to have an existing piece of land that he/she plans to use for the development as in question 16 

Must I have a tax clearance certificate?

Yes, a tax clearance certificate is mandatory to apply for the programme. 

If I am unsuccessful in applying to the Incubator, can I still apply for funding to NHFC?

The NHFC encourages developers that meet the minimum criteria that is published on the NHFC website to apply for funding through our normal channels.

Will the programme help me transition from small projects to larger, more complex developments?

The programme will provide you with the necessary skills to grow into larger, more complex projects. 

Does the programme offer professional service support?

Yes, it does. There is Quantity Surveyor and Project Management support as part of the programme. 

QS Full Support (start-up): 

  • Assist with drafting financial feasibility (capital expenditure model) with the developer (onlyfor successful applicants).

QS Supervision (emerging): 

  • Review the financial feasibility and guide where any changes are required.

PM Full Support (start-up): 

  • Only project development management support (No Principal Agent services)

PM Supervision (emerging): 

  • Only project management supervision (No Principal Agent services) 

Further professional support and NHFC service provider will be for the cost of the development. 

Must I have a team of professionals in-house or can they be outsourced?

Either is applicable, however if there is an existing professional team, they will be vetted. 

What key professionals should be part of my development team (e.g., architects, engineers, quantity surveyors, town planners) and will the team help me source the right professionals?

The professionals are dependent on the type of development, but the team can include and is not limited to:

Will the programme help me find reliable contractors and professionals to work with? • Only project development management support (No Principal Agent services) PM Full Support (start-up): Review the financial feasibility and guide where any changes are required.

Yes, the team will review the professional team already appointed and guide if changes need to be made. Any professional service will be for the project’s budget. The contractor with correct CIDB grading etc, will be appointed through a tender process managed by the developer’s appointed quantity surveyor and funders requirements. 

Will the programme help me to create an accurate development budget and help mecontrol costs effectively?

Yes, the programme will assist with creating an accurate development budget. The project’s vetted professional team will be responsible for cost control together with other controls as may be instructed by the relevant funders. 

Will the team help me assess the best use of land to maximize value?

This forms part of spatial planning which forms part of the scope of the architect and town planner as appointed by the developer. 

Will this programme fund bulk services?

The NHFC does not provide funding for bulk services. However, they can facilitate connections between developers and other Development Finance Institutions (DFIs) that offer such support. 

Will the team help me create a good marketing strategy for the sales of my opportunities?

The team will guide you to make the appropriate decisions to create a good marketing strategy. 

Once I am operational, will the team help me scale my property development businesssustainably?

Yes, a property and facilities management team will help you run and grow your business sustainably, as part of operational costs. 

What are the biggest mistakes new developers make, and how will this programme help meto avoid them?

New developers often face challenges such as overvaluing their property, selecting a professional and construction team that may not be able to complete the project, managing cashflow inadequately, and attempting to extract financial benefits when the development is not yet sustainable. The program is there to support emerging developers avoid these mistakes.
